Convert WebP to PDF free, without uploading

WebP to PDF grew our 1281×1600 px test portrait from 141 KB to 227 KB (+61%). Transparent areas become white, or a colour you pick, because the PDF page holds a JPEG. Drop the WebP (.webp) on the tool below and download the PDF; nothing is uploaded.

PDF · no file-size limit · original pixel size · white background

No file-size limit is set: PixelFit saves at high quality and changes only the format and any pixel size you set.

What changes from WebP to PDF

4 of these 5 points lose or alter something on the way from WebP to PDF; the rest carry over.

  • Lost or changed: PDF pages from PixelFit hold a JPEG image, which cannot store transparency, so transparent areas of the WebP are filled with a background colour (white unless you pick another).
  • Lost or changed: WebP can be animated; PixelFit writes a still PDF of the first frame only.
  • Lost or changed: A PixelFit PDF page holds a new JPEG of the picture, so the WebP goes through JPEG compression once more; keep the quality high unless a KB limit forces it down.
  • Lost or changed: Metadata is not carried over: the WebP's EXIF, XMP and ICC chunks are dropped by the canvas, and EXIF orientation is applied to the pixels first so the photo stays upright.
  • Kept: The PDF is a document with one page per image; the page size follows the pixel size and DPI, so the photo prints at the size you set.

Measured file size: WebP vs PDF

sharp 0.35.5 / libvips 8.18.7, 31 October 2026, long edge 1600 px; PDF saved as PixelFit's PDF writer, one page wrapping the quality 85 JPEG, WebP as quality 85, alpha kept. The PDF column is the WebP file decoded and saved again, as PixelFit does.

What the numbers mean for WebP to PDF

Our portrait photo at 1281×1600 px: WebP 141 KB → PDF 227 KB (+61%, 1.6 times larger).

Our landscape photo at 1600×1200 px: WebP 587 KB → PDF 629 KB (+7%, 1.1 times larger).

Our scanned typed letter at 1273×1600 px: WebP 199 KB → PDF 296 KB (+49%, 1.5 times larger).

Our flat chart with a transparent background at 1600×1000 px: WebP 14.1 KB → PDF 44.4 KB (+215%, 3.2 times larger).

Per pixel, the portrait took 0.56 bits as WebP and 0.91 bits as PDF, a difference of 86.5 KB on 2,049,600 pixels.

Per pixel, the chart took 0.07 bits as WebP and 0.23 bits as PDF, a difference of 30.3 KB on 1,600,000 pixels.

PDF came out larger than WebP on all 4 samples, by +7% to +215%.

The PDF is the JPEG plus a little structure: PixelFit's one-page PDF writer added only 729 bytes around the JPEG made from the WebP, so the PDF size is decided by the JPEG quality and pixel size inside it.

How to convert WebP to PDF

  1. Add the WebP file

Drop the .webp file on the tool at the top of this page, tap to choose it, or paste it.

  2. Pick a background

Choose the colour that fills transparent areas of the WebP in the PDF; white is pre-selected because most forms and documents are white.

  3. Keep PDF selected

PDF is pre-selected. Add a maximum size in KB if a portal sets one; PixelFit lowers the JPEG quality inside the page until the PDF fits. Our WebP test portrait came out at 227 KB as PDF with no limit set.

  4. Download the PDF

Save the file ending in .pdf; its size in KB shows before you save.

WebP and PDF side by side

WebP (2010) next to PDF (1993); browser figures checked 31 October 2026.

PropertyWebPPDF
File extensions .webp .pdf
MIME type image/webp application/pdf
Compression lossy or lossless lossy or lossless
Transparency yes yes in general; PixelFit pages are JPEG, so no
Animation yes no
Largest size 16,383 px per side follows the embedded image
Colour depth 8 bits per channel whatever the embedded image uses
Metadata EXIF, XMP and ICC chunks document info and XMP
First published 2010 1993
Opens in Chrome 32+, Edge 18+, Firefox 65+, Safari 16+ (Safari 14-15 only on macOS 11 or later); about 97.08% of browsers in use not read as an image input
Good for web pages, where it is usually smaller than JPEG and keeps transparency document uploads, printing and sending several photos as one file
Weak for government and exam forms, which often accept only JPG or PDF profile pictures and web pages, which expect an image file
Specification RFC 9649: WebP Image Format (IETF) PDF 2.0, ISO 32000-2 (Library of Congress format description)

When not to change WebP to PDF

  • Do not change WebP to PDF to make a photo smaller: our portrait grew +61%, from 141 KB to 227 KB, with no gain in quality.
  • If the transparent background of the WebP must stay (a logo over a coloured page, a sticker), keep the WebP or choose PNG instead of PDF.
  • If you need the animation, keep the WebP: PixelFit writes a single still PDF page.
  • Do not upload a PDF where the form asks for a photo or signature image: those fields usually check for JPG or PNG, so a WebP photo for such a field should become a JPG instead.

Browser support for WebP and PDF (October 2026)

Reading WebP (.webp): Chrome 32+, Edge 18+, Firefox 65+, Safari 16+ (Safari 14-15 only on macOS 11 or later). caniuse puts WebP support at about 97.08% of browsers in use (data updated 29 October 2026).

Writing the PDF: PixelFit's own PDF writer (JPEG page images), every browser. The JPEG inside each page comes from canvas.toBlob, which Chrome 50+, Firefox 18+ and Safari 11+ support (MDN compatibility data, checked 31 October 2026).

WebP reached Safari later than Chrome and Firefox, so iPhones and Macs older than Safari 16 may not open it; current versions do.

Upload forms that ask for PDF

3 of the 61 application portals we checked accept PDF photos, 1 of them with a limit of 50 KB or less. A few of them, for this WebP file (verify with the official notice before you upload):

  • Canada G5 sponsorship: PDF photo, up to 4 MB, 420 × 540 px (also takes JPG, PNG).
  • Oman eVisa: PDF photo, up to 512 KB (also takes JPG, PNG).
  • ICSI student: PDF photo, 20–50 KB (also takes JPG, PNG, GIF, BMP).

Where WebP files come from

WebP is what many websites serve, so images saved from a browser often arrive as .webp. Older photo editors, office documents and many upload forms still do not take it, which is the usual reason to change it to PDF.

Frequently asked questions

Can I convert WebP to PDF for free?

Yes. The WebP to PDF change runs free on your device, with no sign-up and no upload, one file or up to 25 at a time; Pro raises the batch to 500 with one ZIP download.

How do I convert WebP to PDF?

Drop the WebP on the tool above, keep PDF selected, pick a background colour for transparent areas, and download the .pdf file. Add a KB limit if the destination has one.

Does converting WebP to PDF reduce quality?

A PixelFit PDF page holds a new JPEG of the picture, so the WebP goes through JPEG compression once more; keep the quality high unless a KB limit forces it down. In our test a 1281×1600 px portrait went from 141 KB as WebP to 227 KB as PDF (+61%).

Why convert WebP to PDF?

PDF suits document uploads, printing and sending several photos as one file; WebP is a poor fit for government and exam forms, which often accept only JPG or PDF.

What happens to the transparent background of a WebP?

PixelFit PDF pages hold a JPEG image, and JPEG has no transparency, so transparent pixels of the WebP are filled with the background colour you pick, white by default. Choose PNG or WebP to keep transparency.
