To make a PDF under 300 KB, PixelFit compresses the JPG to at most 299,262 bytes and wraps it in a one-page PDF with about 738 bytes of PDF structure, 300,000 bytes or less in total. Measured: an A4 scan at 150 DPI fits at quality 80; a 4:3 photo at about 1,230 × 922 pixels (quality 75).

PixelFit aims at 300,000 bytes or less, so the file passes whether the form counts 1 KB as 1,000 or 1,024 bytes.

Where the 300 KB go in a JPG-to-PDF file

Of the 300,000 bytes that pass as 300 KB under both KB definitions, PDF structure takes 738 bytes for one A4 page (computed with PixelFit's own writer), leaving 299,262 bytes, 99.7 %, for the JPEG; ten pages leave 29,475 bytes each.

For one photo, quality 75 allows 1,230 × 922 pixels and quality 90 977 × 732; a full 12 MP frame must be scaled down first, which the tool does for you.

The 300,000 bytes of 300 KB, less 738 bytes of PDF structure for the first page and about 501 for each extra one, shared evenly.

Readable pages and photos in 300 KB

At 300 KB, 1 typed A4 page at 150 DPI fits at quality 50 or better (1 at 200 DPI), but not one photo of 1600 × 1200 at quality 70.

One page alone gets quality 80 at 150 DPI and quality 60 at 200 DPI; at 300 DPI even quality 30 is 1.1 times too big.
